Education System in Ecuador

The Ministerio de Educación (MINEDUC), Ministry of Education, is the body responsible for primary and secondary education in Ecuador. The Ministry designs the basic curriculum, the details of which are filled in by the various regions. The constitution and various education acts provide the legal framework for the Ecuadorian education system. The most significant acts are the new 2011 education law that sets out the reforms in primary and secondary education (Ley Orgánica de Eduación Intercultural, LOEI), in 2000 higher education act (Ley de Educación Superior, Ley No. 16. RO/77). The latter was most recently amended in 2010 in the form of the Ley Orgánica de Educación Superior (LOES), which established a national quality assurance system for higher education.


Primary Education

All centers of child care should accomplish quality standards of infrastructure, security and sanity, stablished in the Education Code of Development. Even, these spaces are not consider as formal education, since 2015 they are part of the public services for children since 0 to 5 years old.

Secondary Education

The constitution stipulates obligatory and free education until 9th grade. Although the primary school enrolment rate exceeds 95%, more than 25% of children drop out at the end of 5th grade. Approximately, there are 1,088 primary schools with an average of 1.5 teachers per school, with an average of 63 pupils through 6 grades.

Attendance rate for high school is 65.1%, which means that 65 out of 100 young people on age of attending high school is studying. This rate compared with previous years declined 7 points. The six years of secondary education is divided in middle cycle of three years and diversify cycle with tecnhical specializations.

Vocational Education

In 2010 6.8% of the population was illiterate, in 2013 the rate was less than 4%. Since 2012, the legal educative framework stablish that adults with a school grade can finish their studies in a center of artesanal training. There are 700 institutes with around 70.000 students in 184 fields of study.
